According to a recent Washington Post study, Wyoming is the 25th smartest state in the country. That means that, in terms of intelligence, Wyoming is the most average state in America.
But which cities in Wyoming are below average in terms of brainpower?
After crunching the numbers, we came up with this list of the ten dumbest cities in the Equality State:

How we determined the dumbest cities in the Equality State
We realize that formal education isn’t everything when it comes to being smart, but on the other hand not knowing the difference between they’re, their, and there is always going to make you look pretty stupid.
So we narrowed down our criteria to focus both on a city’s educational opportunities and what percentage of the population takes advantage of those opportunities.
In short, we came up with these criteria to determine the dumbest cities in Wyoming:
- % of city’s population with less than a high school education (Age 25+)
- % of high school dropouts (Ages 16-19)
Note: We only looked at cities with populations greater than 2,000, leaving us 22 cities in Wyoming to rank. We also looked at the graduation rates of the entire population, not the current rates for high schoolers.
Adults Without High School Diploma: 14.3%
Teenage High School Dropouts: 10.1%
Located in the southwest part of Wyoming, Evanston takes the title as the dumbest city in the state.
Evanston has the highest rate of uneducated adults of any place in Wyoming, with 14.3% of residents over the 25 lacking a high school degree.
On top of that, roughly 1 in 10 of Evanston’s teenagers drop out of high school year, which is more than twice as high as the state average and ranks as the second highest dropout rate in the state.
Adults Without High School Diploma: 13.6%
Teenage High School Dropouts: 33.8%
Located in central Wyoming, Mills may only rank as the second dumbest place in Wyoming overall, but the city has the highest rate of teenage high school dropouts in the state by a seriously wide margin.
33.8% of teenagers drop out of high school each year, meaning Mills has a dropout rate more than three times as high as the second worst city in Wyoming and eight times higher than the state average. Yikes.
Mills also has a relatively high rate of uneducated adults, with only about 86% of residents over the age of 25 having a high school diploma.
Adults Without High School Diploma: 14.0%
Teenage High School Dropouts: 4.9%
Rawlins has the second highest rate of uneducated adults of cities in Wyoming, trailing right behind Evanston.
14% of Rawlins residents over the age of 25 lack a GED, which is about 5% higher than the state average, making Rawlins a relatively dumb city in the state of Wyoming.
The dropout rate for teenagers is also fairly high in Rawlins; with 4.9% of teenagers opting out of basic education, the city has the fifth highest dropout rate in the state.
Adults Without High School Diploma: 11.4%
Teenage High School Dropouts: 7.7%
Located in eastern Wyoming, Torrington is a primarily agricultural community, so perhaps formal education is slightly less vital here.
Still, Torrington has the fourth highest teenage high school dropout rate in Wyoming, with about 15 of every 200 teenagers deciding they don’t need high school diplomas each year.
The rate of uneducated adults in Torrington is also slightly higher than the state average, leaving the city to seem relatively dim overall.
Adults Without High School Diploma: 9.6%
Teenage High School Dropouts: 8.1%
Located in central Fremont County, Riverton ranks as the fifth dumbest city in Wyoming overall, with the third highest high school dropout rate for teens in the state.
A whopping 8.1% of teenagers drops out of high school each year, which is just shy of being twice as high as the state average.
While this is the main reason Riverton rates so dumb, it also has a slightly higher rate of uneducated adults as the rest of the state, giving Riverton no chance of escaping this dishonorable list.
6. Rock Springs
Adults Without High School Diploma: 9.8%
Teenage High School Dropouts: 3.9%
Located in the energy rich region in southwestern Wyoming, Rock Springs lacks in brains what it possesses in fuel.
About 1 in 10 adults living in Rock Springs lacks a high school diploma, which is the seventh highest rate in the state.
On the bright side, the city’s current dropout rate for students between the ages of 16-19 is slightly below the state average, so Rock Springs has a smarter future to look forward to.
Adults Without High School Diploma: 13.7%
Teenage High School Dropouts: 2.5%
Located along the Big Horn River in northwestern Wyoming, Worland’s economy revolves around agriculture and oil/gas drilling, so, again, formal education might not be the top priority.
But the city has the third highest rate of uneducated adults anywhere in Wyoming, with 13.7% of residents over the age of 25 having never completed high school.
The current high school dropout rate for teenagers, however, is well below the state average, so the city only stands to improve its smartness score.

Teenage High School Dropouts: 4.4%
Located in eastern Wyoming, Douglas ranks as the eighth dumbest city in Wyoming overall, but its statistics are actually fairly decent.
While the current dropout rate for teenagers ranks as the sixth worst in the state, it’s only 0.1% higher than the state average.
In terms of its uneducated adult population, Douglas is actually better than the state average, with more than 91% of adult residents owning a high school diploma.

Teenage High School Dropouts: 0.9%
The smallest city to make this list, Newcastle ranks as the ninth dumbest city in Wyoming overall.
Newcastle earned its rank mostly by having a high rate of uneducated adults; 13.5% of residents over the age of 25 never finished high school, which is the fifth highest rate in Wyoming.
The city’s dropout rate, on the other hand, is fairly remarkable, with only about 1 of every 100 teenage students dropping out each year.

Teenage High School Dropouts: 3.9%
The biggest city to make this list, Gillette has seen a massive boom in its population in recent years, since it is located in an area deeply involved in coal, oil, and methane gas.
The city actually scores better than the state average in each of our metrics, so it is sort of unfair to label it as a dumb city.
Nevertheless, it has the eleventh highest rate of uneducated adults and the ninth highest rate of teenage dropouts in Wyoming, so its position on this list isn’t totally without reason.
Putting a dunce cap on our analysis
If you’re measuring the locations in Wyoming where there are a high number of teenage dropouts and adults who never received a formal education, this is an accurate list.
If you’re curious, here are the five smartest cities in Wyoming, in order: Laramie, Buffalo, Lander, Jackson, and Cody. These cities are well spread out over the state, leading us to believe that there isn’t a correlation between smarts and geography in Wyoming.
Other notable cities: The capital and most populous city in Wyoming, Cheyenne, narrowly avoided being included on this list, ranking as the 11th dumbest city in the state overall. Both its rate of uneducated adults and teenage dropout rate are better than the state averages.
Casper ranked as the 9th smartest city in the state, and Sheridan ranked as the 6th smartest.
